Legal Advocacy to Break the Cycle of Poverty:
School access, stability, and success for homeless, foster, displaced, migrant, and runaway children and youth
Content and Subject Matter:
This workshop will address the full spectrum of education rights of children and youth who are highly mobile, including those experiencing homelessness, displaced by natural disasters, those in foster care, those whose families are migrant workers, and those who have run away from or been forced out of their homes.
Some of the laws to be discussed confer the right to: enroll in school immediately, without documents; remain in the same school despite residence changed; receive transporation to school; receive special education and related services; participate fully in all school activities; receive supplemental school services; and to be free of discrimination.
Presenter:
Patricia Julianelle is a staff attorney at the National Law Center on Homelessness & Poverty in Washington, DC. She participates in the American Bar Association’s Commission on Homelessness & Poverty and is pro bono counsel for the National Association for the Education of Homeless Children and Youth. Patricia also works as a program specialist with the National Center for Homeless Education, advising educators, attorneys, and service providers across the country on the rights of children and youth experiencing homelessness.
