HMIS News

We are starting the first phase of the TXB HMIS implementation within the state of Texas. The rollout will start with the first 10 agencies who have received ESG funds within the state of Texas. These agencies consists of emergency shelters as well as domestic violence specific agencies. The roll out will begin in end of April to August. - Read Full Article

Introduction of HMIS

A Homeless Management Information System (HMIS) is a software application designed to record and store client-level information on the characteristics and service needs of homeless persons. An HMIS is typically a web-based software application that homeless assistance providers use to coordinate care, manage their operations, and better serve their clients.

HMIS Staff & Steering Committee

Edria “Eddie” Fleming, MSW - HMIS Coordinator

Eddie joined the THN Staff in the fall of 2007 as the HMIS Coordinator. Eddie's has 7 years experience in the social work field which include being a case manage/client advocate within the state of Wisconsin and Texas. As well as being a shelter coordinator and HMIS agency administrator within the state of Wisconsin.

Her overall job is to oversee the direction and implementation of the HMIS within the Balance of State and to establish partnerships with the service providers and emergency shelters to ensure that the policy and procedures for the HMIS are followed. Eddie deals with the technological issues and is the contact for the business end of Data Systems International (DSI). She also co-chairs the HMIS steering committee with the chair of the HMIS steering committee Rachelle McGonagill.

Eric Samuels, Balance of State Manager

Eric is the Texas Balance of State Continuum of Care (THN BoS CoC) manager. He coordinates the CoC planning and prepares the annual CoC application on behalf of 190 counties in Texas’ primarily rural areas. Eric also oversees the implementation and maintenance of the THN BoS HMIS project.

Ken Martin, Executive Director

Ken is provides overall program and financial oversight on the HMIS project as he does with each of THN’s projects.
